eHow.com: How to not know how to categorize

I’m currently studying how to categorize UGC (user generated content) on social networks. One of my main issue is not choosing or creating the categories, but rather making sure authors will a) use the categories and b) find the right one easily. I have not taken any final decision yet, but in my survey of what others do, in the software category, I found out ehow.com didn’t do such a good job, with the “Other” sub-category being the most active:
